Can a bar of bath soap get dirty?

Sometimes I have seen a bar of soap get dingy. That has me wondering. Can soap get dirty? Can harmful germs exist on a bar of soap? How long?

What is on your hands does come off on the soap. The soap can be rinsed. Germs can not grow on the soap because there is no food, and the chemicals in the soap are not good for one celled organisms. Do they exist? for awhile. Then they wash off as you begin to wash hands again. You ask if a bar of soap can get dirty? the one in the tub after we washed the sand off from the beach got scratchy.
